Paddy MSP 2026-27: A Plain-Language Guide to Minimum Support Price for Farmers

Every season, the same question comes up in villages across Nellore: “What is the rate this year?” For most paddy growers, the answer starts with the paddy MSP, the Minimum Support Price announced by the Government of India. Understanding how the MSP works, what it covers and what it does not, helps you plan your harvest, prepare your crop for sale and compare offers with confidence. This guide explains the paddy MSP for 2026-27 in plain language, with practical notes for farmers in SPSR Nellore District and across Andhra Pradesh.

What Is the Minimum Support Price (MSP)?

The Minimum Support Price is a floor price that the central government fixes for selected crops before the sowing season. It is meant to give farmers a guaranteed return if market prices fall, and to encourage stable production of food grains.

The government announces the MSP on the recommendations of the Commission for Agricultural Costs and Prices (CACP), which studies production costs, market trends and other factors. Government agencies, mainly state civil supplies corporations working with the Food Corporation of India, then buy paddy at this price at official procurement centres.

What MSP does and does not mean

  • It is the price paid at government procurement centres for paddy that meets the official quality norms.
  • It is a benchmark, not a legal minimum for private trade. Private traders, mills and aggregators are not legally bound to pay MSP, but farmers commonly use it as the reference point when comparing offers.
  • It applies to Fair Average Quality (FAQ) paddy. Produce that falls outside the quality limits may be rejected at government centres or need further drying and cleaning first.

Paddy MSP for 2026-27: The Current Rates

The Cabinet Committee on Economic Affairs approved the MSPs for kharif crops for the 2026-27 marketing season on 13 May 2026. For paddy, the rates are:

  • Paddy (Common): ₹2,441 per quintal
  • Paddy (Grade A): ₹2,461 per quintal

This is an increase of ₹72 per quintal over the 2025-26 common-grade MSP of ₹2,369. The government has stated that the kharif MSPs this year are set at least 50 per cent above the cost of production.

Converting the MSP into numbers you use

Prices are announced per quintal (100 kg), but farmers in Nellore often think in bags or tonnes. At the common-grade MSP of ₹2,441 per quintal:

  • One kilogram works out to about ₹24.41
  • A 75 kg bag works out to about ₹1,831
  • One tonne (10 quintals) works out to ₹24,410

Keep in mind that the final amount you receive depends on the actual weight recorded, the grade of your paddy and whether it meets the quality norms on the day of sale.

How Paddy MSP Procurement Works in Andhra Pradesh

In Andhra Pradesh, the state government runs paddy procurement through a network of village-level procurement centres. For the 2026-27 kharif season, the state has announced a target of 37 lakh metric tonnes of paddy, with procurement starting from 1 November through 2,619 procurement centres.

State officials have also said that last season more than 92 per cent of payments to farmers were credited to their bank accounts within 24 hours, and that similar measures will apply this season. Farmers who transport paddy in their own vehicles are to receive transport charges directly in their bank accounts. A state-level special cell and district-level help centres are being set up to handle grievances.

Steps a typical farmer follows

  1. Register your crop with your local agriculture staff or village centre so that your land and crop details are on record.
  2. Keep your documents ready: Aadhaar, land details and an active bank account linked to Aadhaar.
  3. Harvest at the right maturity and dry the paddy well before bringing it for sale.
  4. Get the quality checked at the procurement centre for moisture, foreign matter and damaged grains.
  5. Check the weighment and keep a copy of the receipt or purchase record.
  6. Track the payment to your bank account and contact the help centre if there is a delay.

Exact procedures can change from season to season, so confirm the current steps with your village agriculture assistant or the district civil supplies office before harvest.

Quality Norms: Why Your Paddy May Fetch Less Than MSP

The single biggest reason farmers receive less than the full paddy MSP is quality. Government procurement follows Fair Average Quality (FAQ) specifications that set limits on moisture, foreign matter, damaged and discoloured grains, immature grains and admixture of lower varieties.

Moisture is the most common issue. The FAQ limit for paddy moisture is 17 per cent. Paddy harvested in wet weather, or heaped without drying, can easily go above this. Wet paddy weighs more, but it also risks rejection, further drying at the centre or deductions, and it spoils faster in storage.

Simple ways to protect your price

  • Dry paddy on clean tarpaulins or drying yards, not directly on soil.
  • Winnow or clean the paddy to remove chaff, straw, stones and mud.
  • Do not mix different varieties in the same lot.
  • Use clean, dry bags and keep filled bags off the ground and under cover.
  • Avoid harvesting immediately after rain whenever you can.

MSP vs Market Price: Making a Smart Selling Decision

The MSP is a useful floor, but it is not the only option. Depending on the variety, demand from rice mills and industrial buyers, and the timing of your harvest, market prices can be above or below MSP. Fine and premium varieties in particular may attract offers that differ from the standard MSP grades.

When comparing offers from government centres, private traders or procurement partners, look beyond the headline rate:

  • Weighing: Is the scale calibrated, and can you see the reading?
  • Deductions: Are moisture or quality deductions explained clearly and in writing?
  • Payment timing: When will the money reach your account, and how?
  • Transport and handling: Who pays for bags, loading and transport to the point of sale?
  • Waiting time: How long will your produce sit at a centre or yard before it is weighed?

A slightly lower rate with fast, transparent payment and no hidden costs can sometimes work out better than a higher rate with delays and unclear deductions. Our article on transparent paddy procurement, weighing and payment explains what a fair process should look like.

Frequently Asked Questions About Paddy MSP

What is the paddy MSP for 2026-27?

The MSP for the 2026-27 marketing season is ₹2,441 per quintal for common paddy and ₹2,461 per quintal for Grade A paddy, an increase of ₹72 per quintal over the previous season’s common-grade rate.

Do private buyers have to pay the MSP?

No. The MSP is the rate paid by government procurement agencies for paddy that meets FAQ norms. Private buyers set their own prices, though many farmers and buyers use the MSP as a reference point.

Why was my paddy priced lower or rejected at the centre?

The most common reasons are high moisture, foreign matter such as chaff or mud, damaged or discoloured grains, or mixed varieties. Drying and cleaning your paddy properly before sale is the best way to receive the full MSP.
